Explanation of scores

This section provides detailed guidance on the criteria followed to score each response to the questions contained in the questionnaires.

Tips for reading and interpreting the scores correctly

The “non applicable” (N/A) indication was used when a question is not applicable to a specific case because the answer given to a previous question makes the following question unanswerable. For example, if the question "Can spiritual assistance in healthcare facilities be provided through chaplains?" was answered no, the question "Who pays chaplains" would be scored N/A. In a few cases the N/A indication was used when the answers given by national experts to a question are insufficient or inconsistent, or when the question is intended to provide background information. These cases are indicated in the “Explanation of scores” of each policy area.

A score 0 is given when a state takes a measure that neither promotes nor restricts RBM rights (e.g., when a state enacts a law on FoRB, an act that is not required by international standards and that may promote or restrict the rights of RBMs).

Not all rights are equally important. For example, the right to have a chaplain in prisons is more important than the right to have a chaplain paid by the state. This difference has been taken into account by assigning the coefficient 0.50 to the rights that carry less weight.
